Does Texas License Roofers? How to Vet a Roofing Contractor

Here is a fact that surprises most homeowners: Texas has no statewide roofing contractor license. Anyone with a truck and a ladder can legally call themselves a roofer in most of the state. The checks that matter

1. Insurance, in writing. Ask for a certificate of general liability insurance naming the contractor, and verify it with the insurer listed — not just the paper. Ask about workers' comp coverage for crews.
2. Voluntary credentials. The Roofing Contractors Association of Texas (RCAT) runs a voluntary licensing program, and shingle manufacturers certify installers for their systems. Neither is legally required — which is exactly why holding them says something.
3. Local footprint. A physical Texas address, local references you can call, and a name that appears in local permit records. After hailstorms, out-of-state “storm chasers” canvass Texas neighborhoods and disappear after the check clears.
4. Written scope. A real proposal lists materials by name, underlayment, flashing scope, cleanup and warranty terms — not a one-line price.

Red flags

• Door-to-door pressure right after a storm, or offers to “cover your deductible” — deductible waiving is illegal in Texas.
• No verifiable insurance certificate.
• Demands for large cash payment up front.
